    POMEROY–The Garfield County Hospital District one-year special levy received favorable votes calculating a 58.29% approval, but was 1.71% shy of the 60% needed to pass.     POMEROY– Preliminary budget estimates for 2020 were given to the council along with a list of items that will affect next year’s budget. City Clerk Shaun Martin reminded the council that the state takes over business licensing in 2020. It is unlikely that enough votes will come in before the election is certified to change the result of the election.
