Public Health District to invest $500,000

POMEROY–The Garfield County Public Health District established an investment policy and amount, received additional policy and accounting funding and passed several resolutions at their meeting on September 18.

The Public Health District passed Resolution 2023-16, creating an investment policy for the District that follows the investment policy for Garfield County very closely, as well as Resolution 2023-17, approving an investment amount of $500,000.

The Garfield County Treasurer will maintain the investments in return for a fee of 5% of interest accrued.

The Health District has received $45,000 from the Foundation of Public Health Services (FPHS), in addition to previous funding, for use for funding policies and accounting.

The funding is expected to be used for reviewing existing policies over the next year.

The District passed Resolution 2023-13, contracts with the City of Pomeroy and the Garfield County Sheriff’s Office for solid waste investigation. The contracts last from 2023-2025 and provide for reimbursement of City or Sheriff’s Office employees time spent investigating solid waste incidents, based on the wages of the employee.

The District also passed Resolution 2023-14, an amendment to the District’s consolidated contract incorporating yearly funding as well as increases due to new training.

The new total of the consolidated contract is $2,647,542, including the funding received from FPHS.

Also passed was Resolution 2023-15, the 2024 indirect cost rate proposal to the Washington State Department of Health, consisting of 20% of expenditures.
